The ninja team has a devblog up for the information about hydrix :P

the "safe" thing means when the finishing blow hits you your teleported away at the cost of a set amount of % on the ring. Kinda like a high powered ring of life.

If it teles you out during say a raid, would it still count as you getting a kill? Kinda like dying would be?

Assuming you can still die and still get comp req for the kill/still be able to loot.
