Those timers are for knowing when the wizards change location and for when the next time the yellow wizard calls for aid.
All wizards teleports around every 4 min 30-35 secs depending on world; on w124 and w32 it's between 4 min 31-32 sec, I have a timer on 4:31:29 I believe.
Yellow wizard calls for aid 10 minutes after you've first entered runespan and every 10 minutes after you've given him runes.
By knowing each time I can avoid teleporting to the yellow wizard at a time when he's about to teleport to a different location (which wastes one of my ethereal teleports).
Edit: for non-ethereal outfit wizard hunting it's useful to know when you should start looking for the yellow wizard or if you should wait until they've teleported as well.
