DON'T REMOVE DEGRADABLE GEAR.

IMPROVE
the system Mod Hunter, not damage it.
-They allow for investing to decrease cost on death, in that you pay up front to offset cost when you die.
-They allow item sinks. I BET you that energies will crash once people realize they will never have to pay that 84 energy cost again.
-They allow you to simplify the calculation, removing the 1-10% trend.
Lastly, they prevent a fine imbalance - with your current system, anyone who risks 5m is at a disadvantage over everyone else - see http://puu.sh/fGSiZ.png
Degradable gear is like a debit card - you put down money so that all you have to do when you die is "swipe" instead of pulling out your bills every time.
Scenario
Let's say someone dies with top gear but they don't have the 1-10% gp on hand. Like your example on the bottom, cost is 700k each death.
They don't have the money in their pouch. Now they have to sell their torva boots (cost 7m) to accomodate the 700k gp fine. There goes their money in ONE DEATH.
So I'll say again:
DON'T REMOVE DEGRADABLE GEAR.
Note: I'm assuming you made t90 sacrifice for 10%, not 1%.
