The reason it's not gambling and what would any person familiar with the law tell you is because you pay for a virtual service which has no real life value. The moment you purchase your virtual service the purchase is final and you can't get your money back. Be it membership which is a certain thing, or spins which are uncertain, it's all virtual goods that cannot be converted to real life money as per the terms and conditions of the game that don't allow rwting.
