I heard 1 per hour spawns where the gaze changes to on the hour, though I'm pretty sure they can wander just about anywhere in the city.
Do they spawn with the change? or one hour after they're caught So complicated!

happened to me on my first day of thieving too! Wasn't even aware crystal imps existed. Looked back at game after a couple minutes and saw I had coconuts in my bag and I wasn't stealing stuff. Only found out later when I looked stuff up regarding these mysterious nuts!
