He agrees but won't be released until AT LEAST 2017. He is the next advancement of familiars - a new generation. He is smarter, faster, talkative (can actually talk to it and it will respond appropriately) and can do things you can't even imagine possible for a familiar.
Why the late release? The company which holds him, is extremely slow at keeping up-to-date with the technological advancements. So in other games, he will walk freely by next year, whereas RS will take a further 2-3 years to see the next stage of familiars. By then, other games will experience even better familiars and ours will be outdated
