I don't even know what these numbers mean in a race, I just know they use (or used) some wing restriction which, when temporarily removed, functioned as a boost. That's really dumb if you ask me when you know how to make more powerful engines and refuse to do so for some reason.
Hi
I messed around with Assetto Corsa during the summer and this car was extremely fun to drive, although in a real race the engine wouldn't last long. Is this why they banned turbos at first place?

There's no official number on what the extra BHP translates to; it depends on where you use it etc.
That's called DRS, it's a small, 50mm gap in the rear wing which reduces drag and allows you to overtake in the race. Each track, with the exception of 2, have 2 zones on the track where this can be used. You qualify to use it if you are within 1 second of the car ahead. According to the FIA (governing body), the zones are designated in such a way to let you be side-by-side with the car ahead going into the next corner if you were within 0.5s of them at the start of the DRS activation zone.
Formula One is exactly that; the first formula. The engines are restricted to be a certain type, it's just how the 3 manufacturers go about designing them, and what the 11 teams decide to do with the engine, the chassis, and the rest of the car.
It's a "cost cutting" era at the moment so they're trying to be as fuel efficient as possible, as well as regenerating as much energy as possible. The cars are limited to 100KG of fuel (137~ litres) per race now, down from 140KG last year, you can also only use fuel at a rate of 100KG/hr, but that's a stupid part of the formula imo.

Do you have a wheel for AC? Have you tried the Nurburgring mod for AC?
This is the mod I'm talking about; http://www.racedepartment.com/downloads/n%C3%BCrburgring-nordschleife.2270/
It's incredibly fun in the Formula Abarth and the Lotus Exos.
The turbos were banned because they were 1200BHP monsters that would kill you if something went drastically wrong. I'm surprised no-one did die in the late 80s.

Low fuel restrictions would generally make cars use less fuel at first place and also accelerate faster so that sounds like a good change lol.
It's not good, though.
With 100KG/hr, if there's an extended period of safety car (happened a couple of times this year), it leads to there being "waste" fuel (and weight in the car) as it's impossible to use the fuel you saved during the SC period.
Imo there should be no limit on how fast you can use fuel, but the fuel limit per race can stay. You want to use all your fuel in the middle of the race to pull off a daring move? Go for it.
