The report you made about the Clans bumping habits is well within the Forum Rules set out by Jagex.
They are using the " Bump " button to bump their thread. This is a feature built into the Forums were the Thread maker can use the Bump button once every 10 minuets.
I see no rule breaking on said thread because the OP is using the featured bump button.
