I have some suggestions that might help.

First of all, the verification method y'all are doing doesn't help much because you can't know for sure who is genuine and who is not. As of now, the best way is to have only phone-verified users being able to join. Trolls can make multiple Discord accounts using multiple emails, but I don't think many people have more than one phone numbers.

When you ban someone on Discord, their IP is banned as well. But VPN is a great alternative for them. Therefore, make sure to add phone verification with Discord a requirement.

The second step is you need a strong admin team. Y'all don't even need to be nice and hand out warning. If someone shows troll behaviors, deliver the ban-hammer to their behind.

Thirdly, make sure your admin team is available around the clock so they can resolve issues quickly.

Also, I want to clarify that I made the post above with no intention to revenge in regard to what happened. Whatever that happened, I've put it behind.

When I first started the RSOF Discord server, we ran into somewhat similar problems with trolls as well. We didn't employ phone verification, just email verification with Discord. But in case of your server, I think it is needed until you have built a strong enough admin team to deal with future issues.

Just a little help I could offer

Also, when you make someone an admin, give them a set amount of hours they must be on such as from 8 to 9 every night.
