Because you're after a definitive blanket answer to something that for the most part (on less clear cut cases) would be judged on a case-by-case basis.

So again, I explained the intent behind the rule and the broad terms it covers. Outside of that, it may require more of a case-by-case discussion among the team and an escalation to Jagex.
