Nothing much another F-Mod can do about the first report. Seeing as other F-Mods have posted as well as CM Staff it would need to goto review.
Your second report I totally see where you are coming from and yes the guy is a troll. He has had many many threads locked or removed. Sadly in this case his thread does not break any Forum Rules. No action was needed.
If He bothers you that much maybe ignore him would be a good option. Comprehensive Account Security
