The policy you are pointing out is for threads you have requested maintenance on (i.e - asked for them to be locked then changed your mind), which is also done on a limited basis (discretion).
The thread you are requesting to be unlocked is one that was moderated by a F-Mod for violating a forum specific rule, thus the policy you mention does not apply and will remain locked. The only way to get the thread reviewed is by posting on FMR as was pointed out before and a J-Mod can look into it for you. If they deem the lock was inapproprate, it will be overturned.
I get the confusion, however, page 1 of this thread states things that can be done in this thread.
