1 & 3 - Bumps are only to be used to keep a thread near the front pages of a Forum. The bump button is there as a way for a thread author to bump their thread without leaving a post, as some thread authors prefer a 'cleaner' thread without the extra posts to wade through to find the discussion. The button is a convenience, not a requirement. Bumping a thread that is already on page 1 of a Forum is not necessary and can be considered excessive, as can posting manual bump posts more frequently than using the button would allow for.
2 - Spam comes in many forms. The main issue with spam is that it disrupts the forums. It would be impractical and impossible to provide a full list, as people are always finding new ways to spam. Yes, off topic posts can be considered spam if they take the thread too far off it's original topic or have nothing to do with the thread's topic.
4 - Flaming is insulting , name-calling, and other types of personal attacks on other users. If there is a post that you think is flaming, you are welcome to report it to Forum Help and we'll look into it. A definitive ruling will not be given on an example taken out of context.
