Yet is complaining about someone who didn't post on your thread til almost the end of page 2. Where the flaming was hidden. From that point on they've taken the opposite stance from you, and under the current moderation rules would be allowed. It's why no action was taken prior to you quoting yourself here on forum help with nothing but ??? as to why no action was taken earlier. It's due to the fact currently no action is currently warranted, as Jagex takes in feedback about the new relaxed rules and makes amendments this may change, however no action is required at this time.

In this case they aren't doing anything that merits such action being taken against their account. Nor would it be in our power to offer you a detailed explanation as to why... Seeing as it's not your account and account status is only between the account holder and Jagex. Simple enough...
