To add to what Tuffty said about playing both at the same time. If you mean the same character name as in for example we'll use me. If I wished to log into Tranq on RS3 and my alt on old school that is completely allowed. If from what I read your asking to split your account so I could log into Tranq on both games at the same time that would be impossible.
