Here is my reply again, with the part you seem to be ignoring underlined:

It only becomes a concern when the alt account is used to continue to break the Forum Rules .
If the new account does not break the rules, it is fine. If the new account continues the same rule breaking behavior of the banned account, it could also have action taken against it.
