Bribing the company is not going to get you're items back, You lost 1.2m At the most gain the money back. Someone just doesn't hack into a account with 1.2m and take the items. Please understand I am not part of JaGex However I can still say this.
JaGex will not refund, or return lost or stolen items due to you "Sharing" or "Providing" or "Posting" you're account information on another site other then Runescape Secure trusted sites that allow you to log into you're account.
Saying you won't buy membership does not effect JaGex in any way. JaGex is a multi-million dollar company that truthful could care less if you one person out of Thousands has membership.
Also take into consideration there is no way for them to tell who stole your items or even if you did it yourself. You could have simply went to a friends house logged onto your account and transferred the items.
Please do not take what I said above offensive I am just trying to help.
