While this isn't the right thread or forum for that (because this is for help in the forums, not the game), I did look at a guide.

It may, in fact, be a glitch regarding not being able to get it from Wizard Cromperty.

However, the guide said: If you have destroyed the scroll, you can make a new one by using Iron Oxide on an Emerald.

If you click here , that will take you to the Quest forum where you can create a thread and ask for help as well, if you are unable to make a new one.
