Yes, it would be okay to create such a thread, as long as it's free and the only contact info asked for or provided is twitter handles.
You are basically providing a service, so it would be best housed in Businesses & Services . Although that forum is typically for in-game businesses and services, it seems to be the most suitable fit for you. I should mention that Forum Games also has quite a few "artwork" service threads as well.
You could always advertise the thread in your sig to promote more awareness of it.

If a F-Mod hides a report and they feel no action is needed or action that maybe taken could cause more issues then no action will be taken.
If a F-Mod feels no action needs taking then the F-Mod does not need to let anyone know that no action was needed or taken.
I was not the F-Mod dealing with your request but I did go look and feel that no action was needed on the thread. Maybe you see the posts as sarcasm but for me personally it's replying to comments and thats about it. Comprehensive Account Security
