Reactionary : Yes, generally speaking those threads will not add anything constructive to the forums, and they mostly focus on already known situations and/or locations. It goes without saying that if something ground-breaking has happened, which needs Jagex' attention, it can remain open till that has been accomplished. These threads moreover have a tendency to attract spam and even flame, which even further justifies the locks.
