I'm confused because I hear different things:
1. Clan logo to replace in game, the little yellow 2 person thingy in menu bar, is that what you are looking for a new logo for?
2. Seeing the flag and all, I don't know if that has to do with competition, but people say the logo is to be based on their own clan, but that wouldn't make any sense with what has been written in description O_O
So what exactly are we doing?

You're making logos that clans can use to represent themselves. Say you belong in a magic training clan. And you guys call yourselves the Star Catchers or something. You would get to choose a Star Icon, that people can see when they see your clan.

This may violate rule 1, as it will actually be Jagex's work and not mine: What I would design into the game would be the ability to choose from the "chat heads" of in-game personalities. A "standard library" if you will.
Say the cow in the Zanaris... Or Mudknuckles, Juna, Postal Pete, etc... Shrink 'em down to the requisite size and folks can choose.
My clan is the Cow Liberation Front. I would love to be able to use the "poetry critic" as my symbol, but "cows have been done..." By Jagex.
The chat heads would simply need to be "shrinkified" to fit the space restrictions.
Also rather like xBlackBetty's right click idea.

For those interested in the Cow Liberation Front... We are moderately insane individuals who like to "liberate" cows from the perils of the mortal plane.
All that is needed is the ability to slay cows in dramatic "overkill" style. Multicannons, surge spells, high combat level jesters wielding Karambwan-poisoned dragon spears... You get the picture.
Clean kills are essential. We want to end their suffering quickly.
Sanity is not a requirement, but creativity is encouraged.
