Well, they moved on to phase 2. At least what they said about that was true.
Interesting that the vote has apparently been about the same proportion from like 19 minutes after it was started according to posts (apparently 1200 GMT). After what lengths of dishonesty Jagex demonstrated they will go to to implement what they've already decided to implement, I don't see any real reason to believe the results display screen is anything more than a script running somewhere.
However, since there's no chance of any fairer indication of support than what we have now, I'll stipulate to it. Now that I get to record my OWN one measly vote, and the supporters have to limit their cheating to voting all the accounts they've had in the past plus all the ones they created in the past couple days, I can't reasonably claim that a simple majority doesn't want this anymore. Hope there will someday be an indication of just exactly what the true ratio of people for and against was. I wonder how many of the accounts created in the last couple of days ever get played....
Anyway, my reasons against are out there on this forum. I'll have to paste them into a text file since this thread will no doubt mysteriously vanish in the very near future, then I'll have them available to whip out again to repost (as that's obviously become perfectly proper behavior on the forums now) in a few months when all you supporters start "crying" about how it turned out. "Crying" is another word you guys seem to like...
Guess we can all start getting used to being surrounded by even more rude, immature children when we play. Can't wait for Jagex to make bullroarers hearable again to satisfy the desires of the PKer class of player. Prepare to have your RS day ruined more frequen***.

Can't believe they put a poll like this up. Trade limits were introduced for a very good reason.
Jagex must be very desperate for members.
Don't think it will work anyway, this is what we Dutch call Panic Football.
I voted No, it will bring no good at all.

IM so happy we get trade and the wilderness back, i have died and lost void and stuff but i still want the wildy back, i would rather die and lose 12m 20 times over then suffer trade limits and safe wildy again!
I think that this will be very good for item loaners... that way you won't have to give them a bunch of free attack potions in order to make up for the cost thats out of the limit. :)
I also hope that when the trade limit is off people will start working harder to get skills again. ever since wildy and trade were gone people stopped becoming really good like LordMakup and other famous pkers like that.
and maybe when i tell my friend about this update he will play again.
i would have to guess a whole quarter of the players on rs quit because of the trade limit update and wildy

I agree in bringing back the majority of free trade. However, I'm not a fan of the Grand Exchange changes, for it will be that much harder for people to make an honest profit doing things like Miscellanian kingdom, and any other activity that requires money to perform. Prices will fluctuate much rapidly than they have before. Do you really want that, Jagex?
Also, in this poll, I noticed that each account receives a vote, no matter whether it is f2p or not. Many hackers and botters are probably taking this opportunity to vote yes. Many people also in favor of the "yes" vote, as I have observed on facebook, have created many more accounts in order to vote yes. So in response to the original question, "or is it just a vocal minority?" think for a second. How many accounts are there in runescape? Millions upon millions. And how many voted in the petition? 1.2 Million.

I have absolutely no idea how to feel about this, I'm still sort of in shock from the announcement alone.
Maybe I'll vote in a few hours, when my head is a bit clearer again.
EDIT: On second thought, I went with no.
I thought there was chaos after you got rid of the wilderness, but bringing it back? That would just be a disaster.
And you should lose the "Botting will always be here anyway" mentality. If you had a papercut on your finger, would that make it ok for someone else to come along and cut off your entire arm? As it stands now, botting (and other things of that nature) is a small problem, bringing back free trade and the wilderness could make it even worse than you imagine, and the economy, my god. We've pretty much completely settled in with what we have now. Would you really just destroy the system we currently have and replace it with the commonplace scamming and decieving we had before?

One thing I'd like to mention is that I really, truly hope that you guys have your bots and RWT detecting stuff absolutely as perfect as possible. I've heard of innocents being banned before but can see the potential for huge problems distinguishin* between innocent gifting and RWT.
I for one have never botted or RWT but back in the day I did give friends semi-large items.
I can tell you that if I started innocently gifting people and was banned even temporarily while someone examined things, I would cancel instantly and never look back at this game.
