XTL - For the first post, concerns regarding the issue you are describing were passed along to Jagex last week, and have been acknowledged by the CM team. Its up to them if they would like to make adjustments to how the Teamwork forum works with regards to those sorts of "complaints" of misconduct, but needless to say they are definitely aware of the issue.
As for the second post, I'm not sure if I would call it naming & shaming as it might not be in a negative light, but if a player is going to post another user's name its best that they have their permission to do so first.
