As far as Jagex, J Mods and F Mods are concerned, when a thread/rp group/clan has changed owners, the new holder has the rights to re-use the content, unless the previous holder specifically said otherwise on the original thread when they passed the ownership along. (In which case the previous holder also either edits out or requests hidden those posts he does not pass along with the change of ownership.) By publicly posting content for a group, you are gifting that content to the group.
While it is usually appreciated by all concerned that the new thread holder give credit to the previous owner for those parts that are reused, it is not required that they do so. Perhaps the issue can be resolved by the new owner acknowledging your contributions/crediting you as the source?
In cases where there is later a dispute over who holds the rights to the content, it is preferred that the disputing parties work it out in game, as having a tug-of-war over it on the forums will not be allowed.
When you passed it along, you seemed to give your 'blessing' to the new thread. Now it seems that you are having second thoughts. What will happen if you have a third change of mind over the weekend? It doesn’t seem fair to the new owner for you to be vascillating like this. I kindly request that you consider carefully what you wish to do, and if necessary work out any issues with the new thread holder off the forums.

You gave your blessing to said thread and now want it locked. Sorry but after reading the above quote and the work Twillow did checking into this the thread will remain open.
The only other option you have is the Review thread again but after reading the above quote I doubt even Jagex would lock it now.
