Earlier on in RuneScape, getting 99 in each skill was a lot more rare to come by. When someone did max, we could grant that player access straight away and send them an inbox message.

Now a mass amount of people max per day so it's impossible to keep up with - hence why you have to apply now.

Remember - you cannot gain access to the HLF without having 99 in Invention as well as 99 in every other skill on RS3.
