You're very welcome to send a text description with your design, explanations can be very handy.
As for 'borrowed imagery', we're mainly worried about stealing the work of other people and pretending it's your own. There are no issues with you using imagery from our websites or in-game. They're only concept designs, after all :)

A t-shirt competition? Not the best idea for such a significant milestone. But still I hope it goes well. I've already got some ideas for designs, though I haven't made them yet.
I'm a nostalgic player who wishes that things could be like the old days, when things were better than they are now. So maybe there could be a design that reminisces the past, like an image from the game which has simple graphics (I prefer that to the exaggerated, too-fast, bulgy graphics we have now).
I remember the original login screen, the music, the sounds, the landscape... ah, brilliant. Ten years! Good work Jagex for keeping the game going for so long!
