I am going to high tech this one.
First, draw it.
Second, scan the image.
Third Edit the image using computer software
Fourth e-mail.
There is no way I will win however

Awesome comp'! Just spawned 3 ideas. Need a lot of refinement and research, but lets hope they don't die before I get around to creating them!

Because it's about concept, and not execution, should we include in our entry our process to get to the concepts we send?
Do you mind reading random (but related) annotations and justifications to go with them?
Do the designed need to be static in the respect there's going to be just one tshirt going into the store? Or would it be okay to get a range of somewhat related ones, or maybe even something personalised?
"Your work must be your own and you must have permission to use any borrowed imagery." - Do we have permission to use any screen shots we acquire in game? If so, will the screenshots be at a high enough resolution to be printed? Or is that irrelevant? Does the 'own imagery' relate to typefaces as well?

Email your design in a format that will be able to be viewed (jpeg, gif, png, pdf, etc) to competitions@jagex.*** with the subject: 10th Anniversary T-Shirt Design. I'm not sure which email client you use, and they're all pretty different, but you should be able to find a 'to' field where you enter the email address, and a 'subject' field where you enter the subject. And look for an attach button. Most of them have a little paperclip icon next to it. But it might take some looking around.
