On the top of the page click the 'Game Guide' button. At the bottom of that page search for 'Moderators'. The article you should look for is called 'Moderators' and should be the first result of your search. That has all the information the community and Jagex Staff currently offer, should answer your questions in regards to P-Mod/F-Modship.
