Then how the heck does anyone find out when these "ninja" sessions take place since they don't seem to occur on standard worlds? There is a broadcast message capability or at least I thought so given the number of notice of people reaching game levels. However, I don't see it being used.

The announcing with in-game broadcast has not happened for while, at least for my accounts.

Scheduled stamping sessions are announced on page 1 in a list that must be clicked to expand it.

Unscheduled cases may appear in here if someone posts about it, but may also be found by entering "Roadtrip fc" friends chat, and sometimes Jmods are in that friends chat.

Edit: I don't do social media so I don't know anything about that method.

Edit2: That friends chat does fill up at times when no sessions are scheduled.

It is extremely bad. Most sessions are before 2:00 EST. Jagex really needs to get better about acknowledging the needs of the NA audience. I know they are pretty far ahead of us in time and that this is their job and they want to go home, but it would be nice if they would have some of the player mods be able to cover for them to help cover the gap that the J Mods can't.

My best advice is to keep this forum page open whilst you are on Runescape and refresh this page every 5-10mins to read any updates from people on the forum that post when a stamping session is present. That's what I've been doing and it has been successful for me. - Usually if I afk, I tend to keep the page open on my mobile and refresh it every so often.

Ninja stamping sessions occur at random times and that's how I find out if there is a stamping session happening.

For those of you who have work or live across the world, there is usually a Mod stamping some time during 10pm-1am (BST) give or take.

As for the scheduled stamping times, the times are updated every week to suit the given week. They are very aware that the month has 31 days and the scheduled times are shown for 5 days per week and then updated when the following week commences.
