cannot find access to the Firemakers Partyhat its not in the cosmetic overrides or in the bank

How I did it:

Allow zoom with keyboard/mouse wheel (zoom all the way in)
Find a duck sitting at the shore.
Drag inventory close to the duck's location for quicker clicks
Click away

It took me a couple tries, but after i got the movement down I was able to do it successfully.
