They have an area of affect they use for all in range now , it was random 10 ppl originally. Go to the location and stand still and wait. Asking for or demanding stamp won't do you any good . just hang out and wait.

If you don't know that the Combat Training Camp is southeast of the Gnome Stronghold then you really need to be doing a RuneScape Road Trip.
