No. All bonus XP will be frozen during the double XP weekend.
I believe this includes avatars for clans according to mod matthe

Why is Bonus XP being frozen during x2 XP? Last time we had x2 XP the bonus XP items stacked with the weekend bonus. Pendants which gave a 50% boost stacked with the x2 to give 250% xp, while prized pendants gave 300% total. Why was it changed now? I prefer my murder-hood; people die 'cos I look so good!

Don't see a mention of Citidel being included/excluded in the DXP weekend?

Also what about mini-games like Pyramid Plunder, will the XP rate on looting urns double?
