The HLF is only for accounts that have reached at least level 99 in each skill in RuneScape 3. Hope that clears things up

I check this thread every Wednesday and Sunday, so if you don't receive access right away, that's why.

If you haven't been given access to the HLF after posting on this thread, it is most likely because of your past history on the RuneScape Official Forums. If you'd like to ask why, you can ask me to message you on this thread and I will send you an inbox message explaining why you have not been given access.

Also, you must have 99 Divination (including 99 in all of the other skills) to get access to the HLF. So for those of you are applying without 99 Divination, get 99 first and then re-apply
