Thanks for answering some more questions, but there are still some that need answering.
1. "If someone’s using Microsoft’s quick keys or something like that, okay. I think it is a legitimate package built in to your Windows operating system."
Does that mean anything that we can do with quick keys (and the analogous thing with Macs) is okay? (When I was perusing a botter's forum last night, some of they players said that's great because that's what their bots use.)

Please don't be premature. The bots aren't gone, and the bot forums cheered when they heard about randoms being removed. Even when the bots are all gone (may it be so!) random events are still deter combat AFKing.
3. Penalties for botting. Thanks very much for saying goldfarmer bots will be banned without getting extra chances. But it wasn't clear what would happen to players who bot other than getting a second and third chance.
There are many players who have botted their way to several 99s and gathered great wealth botting over the years. Will they be stats be reduced? Will their banks be adjusted? It would be a shame if they were left with their stats and bank intact. That would mean they got away with cheating for years and Jagex didn't do anything about it.

Well I can only assume anyone account with a "discontinued" rare like a partyhat, HW Mask, pumpkin etc will be put into the GE for Mid price when the account is banned.
If you think about it, how unfair would it be to see 1/2 or even 2/3 of the rares in RS disappear because people choose to bot or RWT?
Prices would rise to unobtainable amounts and legit players would be unable to afford them without spending 10's of billions of gold because there's only a couple hundred left.
