Quick question, I am away from home (like hours away) if i had my brother take a picture and send it to me could I use that? or a picture i took a few years ago

Am I allowed photomanipulation? That is in Photoshop?
Let me clarify - I'm not just taking a cat and dropping it on a different background. The photo will be obviously edited and probably fantasy-looking too. (You know cat-pegasus or zeus-cat, that kind of thing...).
Would this be allowed, as I don't actually own a camera?
