My friend Lord Winkle recently got a max cape and according to the first post if you know someone with a max cape then you could potentially get access, so I'm wondering if that would be possible for me.

@Bladestar79: Knowing someone who is maxed doesn't gain you access. You need to have all 99s yourself too. What the first post refers to is that if you know of someone who is maxed, you may post on their behalf for *them* to get access.
