Chuck Norris is the one who chooses which NPCs are attackable and unattackable. Chuck Norris made the Evil Chicken attackable because he's evil, he hates Chuck Norris, and KFC is bad for you. Chuck Norris made the Chocatrice unattackable because they're good friends, Chuck Norris wants him to be happy, and he loves chocolate. What Chuck Norris loves, everyone loves.
