I'd also say not rigged ... Just a marketing ploy to get F2P's to go P2P so they can get more spins per day / or to get F2P's who have the tattoo to go P2P in the hopes of winning but Jagex is way to big to care even a little about giving away a few accounts.
As mentioned a few pages back, they have probably seen a real Boom in new F2P accounts so that people have more chances to possibly win. While most of those accounts will windup being unused and just taking up server space, the numbers look good to people wanting to advertise on the website so Jagex will make lots and lots of money off of this pretty small investment.
