I did mean it like Crupulus explained
I know they aren't just randomly picked for 'doing nothing'
But I just feel it's unfair that they get the same prize as a person who wins a competition. It feels a bit like: "Oh, then why did I try so hard to win this competition if they are going to get it that way.." Even though they would be picked with good reasons.

The "Involved in the community" part looks a lot like their moderator recruitment tactics, so you'll have to be atleast qualified for moderator status to win that way.
But to tell who is genuinely interested in the community AFTER posting this annuncement will be very hard.
