Well, I see what you think, and personally I love to "try" writing quests. The only thing about this is if you've written a quest and would get chosen then the rest of us would know that your quest is coming out sooner or later
This would sort of ruin the whole thing about quests.
Besides that I really think you've got a nice idea

Splendid! I must say I think this is a BRILLIANT Idea, kudos JAGeX! I'd love to win one of these tickets, even if I had to bring a parent. Ha.
It's a great idea for people who just drift along in the community to pull their socks up with a great insentive - and make the already active members of the community up their ante even further, and so on and so forth. It's the best vicious cycle I've seen so far!
