Why would you sign up for it if you wouldn't accept it if you won? That makes no sense.
Unless they didn't want to sign that whatchacallit once you get there.

The Big Ticket DRAWS are over for this year and as such the rulings have fallen off the forums.
However I´m still doubtful how many tickets have been given out, since we know there have been a few draws, some RuneFest video competitions and community tickets, but we have no clue how many of them have truly been given out.
I think we´ll still see something about the Big Tickets this year, but who knows?
After all the community ticket winners have not been named and I don´t know how many were given out for video awards.

PS. Only prize draw winners have been listed in this thread, no video/community ticket winners in here.
