I saw the thread for the tattoo competition.
I haven't seen it since acquiring a tattoo though.
I am assuming the competition has ended since May madness has made the tattoo's insanely easy to get.
Don't quote me though.
If the competition is still running, and I find it, I will add the QFC to this post.

By the way, from another player, I saw an awesome suggestion: What about making hiding clouds as a hazard in the battlefield (Just like the ones in Stealion Creation). This would be really awesome and this will really help the battlefields designer to build new unique battlefield layouts.

I love Mod Poppy's design!
Battlefield designing is a lot harder than it seems. I gave a go at creating one- it definitely took me awhile to come up with one that I sort of liked. It's a great update, as it introduces another element of design and customization in Runescape, which I like.
