An admirable ideal, I hope it all works out as planned.
Some communities with greater language barriers will probably continue to be catered for outside of the Runescape forums. The clan of which I am a part, supports Siperian language speakers, and it is difficult for many of them to pick up English well enough to use with Native English.
(Note not Brittons, as a lot of English people falsley call themselves: Britons were wiped out long ago. If they call themselves this, then I feel a right to use older versions of English, and native British languages withought repremand in these forums.

I'm sure most of even the Native English speakers will have failed to have understood the pun in the opening line of this post, as it uses a pun that requires a greater knowlage of English than a majority of its Native speakers posess.
I do think that an intergrated community is a good thing. However, as you are now relying on player run support forms (Clans) to provide help to the many communities of Runescape. You have an absolute duty to provide these clans, of whom you have commanded the care of language dependant individuals, with an appropriate, and easily accessable platform for the recruitment of players who need their help.[preferably on the forums, as this is from whence the prior mode of support has been removed]
This would necessitate the allowance of recruitment threads in the Languages they aim to base their intake. At current, any such threads are removed, a direct discrimination against the very people you are, (admitedly by remove), employing to provide a way of community support and intergration.

You admit you need, and are relying on these people, yet you have yet to provide them with satisfactory tools to achieve our goals. I use the word "our" to indicate both the clans and JAGEX, as I am sure we all wish, (those missing their recently amputeded limbs aside) for evryone playing Runescape, to feel part of one, Runscape community, not all parts of scattered and disperate ones, that relate more to the outside World than to the virtual Globe of Runescape.
There are other things in other parts of your running of the game that could help to convince people of this intention. Namely:
Allowing all contries (allowing of courrse for the laws on trading and the legal diplomacies of the country from which your company opperates)the opportunity to become members.
Making more multi cultural events (those that are specific to one country only very much included in this) Allowing the community to share as a whole, their identities and to make friends accross the barriers that exsist outside the game.
I do appreciate that you have made great progress in both those areas; you have events such as Thanksgiving, and have, on previous occasions events like Octoberfest.
I do not wish to appear entirely critical in this entreaty, there are many things that make Runescape great and you continue to make well appreciated updates on a regular basis. However I do not think mentioning these in detail, though it may make a more balance post on my general views on JAGEX as a whole would be appropriate, as this is not a forum thread that would take this under its heading.

The clan also consists of a lot of 1st Nations people, however they will, I am sure, enjoy participating in this new consolidated community, as they are, in the main, fluent speakers of English (Cannadian or U.S. style), this being their first language.

Our clan leader has made sure that the clan website has always been able to cater for all its userbase, with a version (up untuil very recently when we have broadened our range) in each of the languages for which there is a member who may feel more comfortable reading and conversing in said language. This has taken a great deal of time and effort on the part of the clan moderators (please excuse the use of this word here, it does not in any way refer to any form of status within Runescape, only in the clan, and has long been their title within the clan site) something which, as a company that is the form of employment for many, JAGEX cannot do proffitably on their own forums.
I believe this shows the dedication to their communities that I believe many players of Runescape to posess. Please,
I emplore you, give them the tools they need to maintain the wide community that JAGEX has supported.
Note: You have left the entire clan system to one Jmod, who cannot possibly be expected to take on the responsability for the structure through which all non English speak Nations must now participate in Runescape.
This is not in any way a slur on that Jmod's abilities, they are most compotent and are managing comendably. They merely lack the tools/extra manpower needed, (or could it be a lack of communicating the need?) to take in the slack created by the deletion of the forae.
Allowing an experience of welcome participation, help, and inclusion to all, is I am sure part of the Gaming EXperience that JAGEX was set up to be Just About.

(Appologies for any errors in grammar and spelling, as I am sure you will be aware by now, I am not a Native speaker of English and indeed have only been able to learn modern English in the last 6 Months, through a friend. Older versions however we have been tought, as we have a greater emphasis on the learning of languages from their roots. I will endeavour to rectify the exsisting errors and am in consultation in reference to them with the afforementioned friend)

I would like to thank JAGEX for the Carnival Event, that they put on last Month.
It shows a good improvement in this area, however, it would be nice to have these events jointly organised with the people from the places in which these events are a cultural traddition; this would, in my oppinion anyway, aid the process, and perhaps it's intentions.

This is awesome! So glad you did this. I know I am a little behind on the update but I wanted to post my support.
Thanks again for thinking about the many people who play and the diversity who comes along with this amazing MMORPG.

helo i have a question i know that this is off topic a bit but this player i have the name has been making racial remarks against me being black is there anything else that you can do i have reported him for breaking real world laws and offensive language becasue in britan i know racism is illegal plz correct me if i am wron i am african american theis player who i will name if i need has been calling my a racial slur "ni@@a" plz this is very offensive iss there anything u can do
