If you're using Song Vegas, choose 'Event Pan/Crop' on the video track and select '16:9 Widescreen TV aspect ratio' from the drop-down menu. Then on the sidebar look for Source, and change Maintain aspect ratio to 'No'. Then you can crop it to show what you like and it will take up the entire YouTube screen.
If you don't have Sony Vegas, try searching for similar setting on your video editor - you may not be able to set it to take up the whole YouTube screen though.
