So I've just poked my head back in here and I thought I'd share/gauge interest in a slightly alternative approach to how we do role-play here on W42. This approach is kinda based off a very general D&D structure.
So what do I mean by that?
This idea pretty much consists of a core group of role-players and maybe one or two game-masters who create stories and settings for these role-players to engage in. These game-masters would create 'campaigns' of a sort for the group of role-players to participate it, but these self-contained stories aren't constrained by role-play norms. What I mean by that is that we can write ourselves a campaign in any setting from lore we like - we could create a story set during the first God Wars, where the role-players could be a band of soldiers trying to accomplish X mission, or Senntisten nobility during Zaros' fall, etc. The point is that we could decide ourselves what we try, put it to a vote, and maybe do one of these campaigns every month.
How Exactly Does it Work?
Presuming there's enough interest (5-10 people), we'd either set up a thread or a Discord where we could decide what we'd want to do for our first campaign - what setting, what characters we'd make, etc. From there, it takes on a more D&D approach in that the game-master is responsible for writing a story for the role-players to participate in within that setting. Not a rigid story, naturally, but something that can be shaped by their decisions and actions.
Why Bother?
I think W42 was at its peak back during 2010-2014 when we had populated POKs and RS3 lore didn't put us in difficult positions, but I think, with our dwindling population, something like this - a story that we weave together in a setting we choose with a game-master to keep things on track - could offer a new and invigorating experience.
I'm getting "Gielinor - A History" vibes and I like it. Unfortunately at the time I was never available but I always liked the idea.

That's how a handful of groups have historically been ran. I can personally say that I've had private-leaning groups (House Vekon as an example) take to this style. At the same time I actually play a lot of D&D and DM a couple of games, so it comes naturally.
Honestly, D&D is a far better alternative. It's all about finding the right group for you and not needing to interact with the bad eggs of a community. It's superior in every way, unless you aren't fond of the dice rolling.
The thing with W42 is it presents the chance to have all sorts of stories come together and mingle in different ways. The NPCs of a D&D world could be akin to the characters of an actual player. It's community, mutual storytelling. Or that's what it was, at least.

This sounds like private/sandbox roleplay. Would it be accurate to say that this is private or sandbox rp with an emphasis on community bonding?

We, as a community, define the terms "private" RP. If the entire community is acknowledging the events of the RP and interacting with one another at large, can you really call it private?

Nnnnnnnnnnnot entirely but depends how you look at it. Given the fact that it'd be jumping between time periods and settings, it's non-interactable with what we'd prescribe as public RP, set in the present.
At the same time, it'll operate fully within the confines of lore, so I wouldn't call it sandbox - strictly speaking it'd occur within the same timeline as public RP, just in the past.

this pretty much hits the nail on the head yeah. It's indifferent to who holds what territory or what kingdom is legitimate or whatever other problems the dwindling community might have; it would be an opportunity for people to come together and focus on cooperatively writing a story with our own engaging characters, which is ultimately what RP's all about.

Everyone is welcome; as mentioned this is a type of RP that's indifferent to who participates in which canon of RP etc. So long as you don't act like a dick everyone's welcome.
I've currently got my own stuff planned for when I get a break from university, however I can attest to the fact that this style of RP - one or two GMs treating it closer to a DnD session - works a lot better than most of the RP I've seen in w42 throughout the years. It's an age-old formula dating back to the very roots of RP, and it works brilliantly. So, good luck with it!
