To become a citizen of Keldagrim, one must join the Empire. To join the Empire you must add Emperor RuneLord or any Lord of the Empire. Once you do, prove that you are truly, noble and worthy enough to join the Empire by telling us you're ideals. For the Empire follows light and good, opposes the dark forces of the world.

For clarification this occupation follows Zamorak's Union's conquest of the region from Dr Far Open's rule (by forfeit unfortunately but he's still welcome to have an actual battle if he returns to w42).

The new rulers of Keldagrim are a clan new to RP that I have high hopes for, please show them all due patience and hospitality. IC'ly they are to be considered a military order that allied itself with the Union when they realized they had shared ideals and has now been set up as rulers of the city backed by Union resources until their own rule is fully established. "The greatest endeavors are achieved because of their selfless intent"
