You're absolutely right, though you forget there is also a zarosian emmisary in varrock Ig. Besides that the game and lore are becoming 6th age, where Zaros will be much more present.
It was considered more of a "secret" in the 5th age.
We're only adding the option so people can choose. it's almost the same idea as the emmisary of Zaros. So it's up to people if they will openly worship Zaros. after all, the guild rules say it's forbidden to judge someone on where his/her loyalty with the gods lie.
