To the Triumvirate of Misthalin,

By decree of His Grace, Duke Max Lansing of Lumbridge, the governing body of Misthalin shall be made aware of the following:
Per the orders of Henry Remanis, His Grace has in recent weeks bolstered his efforts to enlist troops in order to strengthen Misthalin’s military. As it stands, many of these troops remain loyal to Lumbridge.
Furthermore, Imperial troops have been found acting of their own accord, without orders from the Triumvirate or any governing body, thus exhibiting a disloyalty to the Triumvirate.
Moreover, the leader of the rebellion has demonstrated a willingness to work with Lumbridge in order to establish stability across the lands.
Lastly, the forces of Asgarnia and the Holy Church of Saradomin have expressed a desire and willingness to restore peace, order, and unity to Misthalin.

As such, His Grace has resolved to take a stand, and puts forth the following demands in the name of Misthalin and in the name of Saradomin:

Firstly, the rule of Henry Remanis has ended. Should he be found unharmed and with desire to return to the lands as its ruler, he shall be denied.

Secondly, the imperialistic regime will be abolished. Misthalin’s position as a so-called empire is merely a testament to the Mad King’s hubris with no bearing in reality. The land is to be restored to its rightful status as a monarchy.

Thirdly, magic will be legalized throughout Misthalin. Any additional legislation regarding the matter shall be handled by a rightful ruler.

Finally, a meeting will be held in Lumbridge within a fortnight, in order to determine the next ruler of the Kingdom of Misthalin.
An invitation is extended to the Lords and Ladies of Misthalin, Asgarnia, the Wizards’ Tower and the Church of Saradomin.
Those wishing to claim the throne will state their intentions before those assembled.
Any vying for the throne will be assessed properly and thoroughly. The Church of Saradomin will deem whether or not a candidate is worthy of Saradomin’s blessing as monarch. Should the candidate be denied His blessing, their claim is to be immediately dismissed.
The leader of the lands of Varrock, Edgeville, Lumbridge, Draynor, and Silverea will be entrusted with one vote. In the absence of a leader of one of the aforementioned lands, a new party will be selected to vote in their place.
However, if such a leader puts forth their name to be considered for the throne, they forfeit their vote, and another party shall take their place.
The parties eligible for stand-in votes are as follows, in order of priority: The Wizards’ Tower, the Church of Saradomin, Gunnarsgrunn, and Anachronia. This has been determined as necessary in order to prevent corruption and conspiracy.

This meeting in Lumbridge will be held with or without the Triumvirate’s approval, and a new ruler will be chosen regardless of attendance. This divine monarch will have the backing of Lumbridge, Asgarnia, and the Church.

Inquisition into recent circumstances

I would first like to address the comment on my activities regarding the Imperial Guards. We have spent countless days in search of Henry "Hans" Remanis.

We have not been "Acting of our own accord". We are simply following mandate as per the Imperial Guards' prime objective, which is to protect the crown of Misthalin. We, as many of the palace's staff, have been completely thrown off-guard due to the nature of his disappearance, so what may look like aimlessness is more us attempting to adapt to this new situation we've found ourselves in. The Imperial guard, as well as others whom I shan't mention are still looking, yet nothing.

I would also like to point out that there has been no communication between you, the triumvirate, or I prior to this mandate. How do we know we are being disloyal when our only modus operandi is to protect the crown of Misthalin . I find this accusation false and somewhat insulting.

As I keep mentioning, the Imperial Guard's prime objective is to "Protect the crown of Misthalin". If there should be a legitimate claim to the throne, alongside Saradomin's blessing, then the guard would comply, but for now we still search.

I would also like to make it abundantly clear that I have no personal attachments to Emperor Hans himself, I simply serve as his "Chief Constable". He has never been particularly kind to the guardsmen, nor myself. The most "intimate" interaction we've had is him bestowing me a new title, honouring, though I prefer my old title. 'tis clearer of my purpose. I was not bestowed lavish gifts as others had been.

In short, I'm just doing my job, as are my fine men. find a suitable heir and perhaps we can cooperate peacefully.
