The Great Khanate In-Character
The Great Khanate is an elective monarchical complex of the autonomous khanates of the Arc, including Waiko, Aminishi, Tuai Leit, Cyclosis and Whale's Maw; however, the Islands That Once Were Turtles are also territories of the Great Khanate. The Khans of the Arc form an assembly called the Imperial Diet, which is intended as a legislature for the entirety of the complex.
However, when the throne of the Great Khan is absent, the Imperial Diet assembles to form an electoral college to select a new one from among themselves. The Great Khan remains on the throne until his/her death or abdication and a new electoral assembly is summoned to name a successor. The Great Khan retains their lesser title of 'Khan' in their reign.
Furthermore, the Imperial Diet elects a Speaker to oversee the government of the Great Khanate. The Speaker remains in office until his/her death or unless the Imperial Diet passes a vote of no confidence against the incumbent. Unlike the Great Khan, the Speaker of the Imperial Diet may be elected from any level/class of society, so long as they are a citizen of at least one of the member-states of the complex and obtain legal nomination for election.
