As a general comment, since I kinda like the theory of this. You must make sure you're accommodating for the fact that there aren't a lot of people who will interact with certain other individuals which could prove problematic, as well as other scheduled roleplays within POKs, I would instead suggest trying to cooperate with leaders of POKs without involving other POKs and encourage them to make some sort of adventurer character, rather than a political figure.
Naturally in the group there could be dramatics, especially if it was a long-running thing, rather than just the one-off event and that's it. People like progress, it's why a lot of people will roleplay in specific roles and build things up around that. For instance, in the Empire of Misthalin roleplay, I'm Chief Constable (or just the fancy term for captain of the palace guard) and initially it was nothing, now it has somewhat of a structure, as well as imperial guardsmen, sergeants for drills and also those who go above guardsmen and end up becoming Imperial Champions (though I will admit I've not much with them).
My point is, if you can encourage people in and develop a story as a DM, it'd be great.
Weirdly though, as of writing, this idea reminds me of the quest collective, which is more or less dedicated to this subgenre, though as far as I'm aware they've gone insanely inactive, and there probably is drama around it, as it seems to be for most things.
